ADFD extended an AED55 million concessionary loan to the Government of the Maldives to support the redevelopment of infrastructure in areas affected by the 2004 Indian Ocean earthquake and tsunami as well as the construction of housing for people whose homes were destroyed in the disaster. The project included the development of a sewerage network on Kolhufushi, and an electricity network and a sewage treatment plant on Vilufushi, two of the worst-hit islands. ADFD also financed the construction of 179 housing units for people affected by the tsunami in other areas. In addition, the concessionary loan covered the cost of engineering services for the design and implementation of the project.
